The system sets monthly limits on how many messages users or businesses can send to unknown contacts who haven’t replied. Once a reply is received, restrictions lift. Those nearing their cap will get a pop-up warning before being blocked for the month. The feature targets mass, unsolicited senders rather than regular users.
