
Dubai’s Knowledge and Human Development Authority (KHDA) has made Arabic language instruction mandatory in early childhood education to strengthen national identity and ensure fluency from an early age. Implemented this September, the policy will be introduced in three phases: first for children aged 4–6, then for ages 3–4, and eventually for infants and toddlers up to 3 years. KHDA will evaluate the outcomes of the initial phase over two years before extending the program to younger children, ensuring a measured and effective rollout across early education.
