
From September 1, 2025, the Indian Consulate in Dubai will only accept passport applications with ICAO-compliant photographs, following a directive from India’s Ministry of External Affairs. The new rule requires most applicants to take fresh photos that meet international standards set by the aviation body ICAO. Guidelines specify a colour photo with a white background, close-up of head and shoulders, natural expression, no shadows, and no glasses, with head coverings allowed only for religious reasons. Photos must not be blurred, digitally altered, or have reflections. The consulate has informed its service partner, BLS International, but their website still displays old standards. Parents of newborns must arrange ICAO-compliant photos externally, as BLS does not provide this service.
